Under the provisions in parts 121, 125, and 135 [of the Code Of Federal Regulations] no certificate holder (US registered airline) may prohibit a child from using an approved CRS (child restraint system) when the parent/guardian purchases a ticket for the child.

Here is a picture of us with our Daughter Maile Joy asleep in the Cares harness. This was on a 5 hour flight back to CA from Hawaii. CARES rocks and was so much easier than using a car seat. My only regret is I didn't find out about it and buy it sooner for our previous trips. CARES works for us!
