National Transportation Safety Board Panel Advocates Use of Child Restraint Systems

Participating on the Aviation Child Passenger Safety panel at the NTSB's forum on child passenger safety Thursday, AFA-CWA International President Pat Friend reiterated the union's longstanding call for separate seats and restraints for passengers less than two years of age. "As flight attendants, we are required to secure all items in the cabin, galley and lavatories; from carry-on bags to coffee pots. We do this because we are trained that in an emergency loose items can be dangerous if flying through the cabin. A lap child has the potential to be one of those 'loose items' that may not only suffer serious injury themselves but also injure others," said Friend. NTSB Chairman Deborah A.P. Hersman said in her opening remarks that the forum marked the beginning of a year-long effort by the Board to promote child passenger safety across all modes of transportation. "Safety for our smallest travelers should not be considered optional or a luxury," said Chairman Hersman. For over 20 years, AFA-CWA has advocated for the mandatory use of child restraints in aircraft and supported the NTSB's recommendations that the Federal Aviation Administration require all infants and small children use safety seats during takeoff, landing and turbulence. Unfortunately, the union contends, the FAA's decision to continue allowing children under the age of two to be held on a parent's lap gives many parents the false impression that this practice is safe.

Should Child Restraint Devices Be Mandatory In Planes? PART 1

(Aviation News Journal Winter 2001) Written by Louise Stoll,former U.S. Assistant Secretary of Transportation and currently General Manager of Kids Fly Safe The National Transportation Safety Board (NTSB) — the US “watchdog” over all mass transportation — held its first ever conference on the topic of Child Aviation Safety in aircraft in Washington, DC on December 9, 2010. This kicked off a yearlong effort by the Board to promote child safety across all modes of transportation. The role of the NTSB is to investigate major transportation incidents, from multiple- automobile freeway smashups to train wrecks to injuries from severe turbulence and crashes in aircraft. The NTSB then makes recommendations to remedy the problems that cause these accidents to the appropriate operational department of the Department of Transportation. Sitting front and center on the auditorium floor in the conference room were two airplane seats. In one was a “three year old” child mannequin in a typical 20 pound car seat. In the other was a similar child mannequin in the one pound “buckle and belt” CARES child aviation restraint – the airplane-specific child restraint the FAA certified a little over four years ago.

Montana Plane Crash Revives "Lap Child" Debate

Federal transportation safety officials are using the deadly crash of an overloaded plane in Montana to revive a long-standing debate about whether small children should be allowed to travel on the laps of adults. The 10-seater plane crashed as it was landing in Butte in March 2009, killing all 14 people aboard, including seven children. Investigators say that several of the children were found far from the plane, suggesting that they weren't properly restrained. The National Transportation Safety Board is asking aviation regulators to require all passengers to have their own seats and seat belts, including children under the age of 2 who are now allowed to sit on an adult's lap during takeoff, landing and turbulence.

NTSB Issues Safety Alert To Urge Parents To Use Child Restraint Devices

The National Transportation Safety Board today issued a Safety Alert to advise parents of the dangers to young children on aircraft when not restrained in an approved child restraint system or device. The Safety Alert notes that preventable injuries and deaths have occurred in children younger than 2 years who were unrestrained.
