About CARES

CARES is designed specifically for aviation use for children age 1 and older who weigh between 22 and 44 pounds. These youngsters are old enough to be in their own seats, but are too small for the seat belt alone to protect them. Their bodies cannot withstand the jolts that are common in routine transportation, much less emergency situations, and they flail forward or slide beneath the seat belt if they are not held securely in place.
Each year more and more young children fly. But until CARES came along, what was missing was a convenient, hassle-free way to keep young flyers safe. Here’s what makes CARES such an invaluable travel solution:
- CARES is the first and only harness type Aviation Child Safety Device to be certified by the Federal Aviation Administration (FAA) as an alternative to a car seat.

The CARES Story

CARES was invented by Louise Stoll, a grandmother of nine, after watching her pregnant daughter struggle off a plane carrying a toddler, car seat and diaper bag. She knew something was wrong with that picture – safe flying with children had to be made easier!
Louise started out by drawing a series of possible designs for her concept of a child restraint that was light weight, portable, hassle free, and easy to install on airplane seats. These sketches became the basis for her actual patent application. Friends and family advised on the legal, technical and business aspects of turning her concept into a viable product.

Louise patented her child aviation restraint system and licensed it to Phoenix-based AmSafe Aviation, the world’s foremost manufacturer of airplane seat belts and other aviation safety equipment. In addition to being impressed by the innovative design, AmSafe saw CARES as a natural extension of its own mission of promoting aviation safety.
AmSafe developed a prototype and carried out developmental tests using instrumented crash dummies. Armed with the positive results of these tests, AmSafe shepherded CARES through the rigorous requirements of the Federal Aviation Administration (FAA) certification process – the first and only harness type child restraint to ever be certified.

On September 6, 2006, the FAA announced the certification of CARES for all United States commercial and private aircraft. The FAA Rule gives Parents the right to bring CARES on board for their children, and notes that CARES is the only alternative to a car seat permitted on planes for children 22-44 lbs.
CARES has now also been certified by the UK (England, Northern Ireland, Scotland and Wales), Australia, New Zealand and Singapore. Certification is imminent for Canada, the European Union, and numerous other countries.
